Job Summary:

A Relocation Management Solutions (RMS) Generalist – Analyst is responsible for the day- to-day service delivery of RMS services in connection with their allocation of personnel inbound from overseas countries and local employees outbound from their country. The RMS Generalist – Analyst is also responsible for their allocation of permanent transfers into their country.

The job involves providing services for the individual, the project management, theorganisation, CFM and HR.

An RMS Generalist - Analyst will either have:
a) specific functional responsibility/ies within the team structure (eg immigration ); or
b) specific allocation of assignees within the overall scope of the team, allocated on eg geographic, alphabetical or market unit basis, together with supervisory responsibility for analyst RMS team members.

The job is also expected to participate infrequently in additional projects or initiatives, and have occasional interaction with other internal teams and external vendors.
Interaction with clients and internal team members will be frequent in order to achieve deliverables described below.

Tax and Tax Equalisation
General:
· Develop working relationship with external tax service provider in local country. Coordinate with RMS Generalist - specialist on development of country SOW to agree fees for cross border compliance and deliverables for tax compliance season.
· Review, approve and allocate tax service provider invoices.

Inbounds:
· Track physical presence of each inbound assignee in line with country specific tax secondment guidelines. Update and maintain tracker of tax status for cross border assignees on an ongoing basis.
· Assist with compliance processes such as the collation of information required to calculate local taxes and the local country inbound dummy payroll if required.
· Request formal tax cost estimates for taxable inbound assignees and conduct initial review
· Pass TCE information to local finance teams for accrual booking and mapping
· Review accruals monthly and re-estimate if changes in assignment length affect accrual
· Educate project management/CFM and where possible, analyse work day information to recommend they strategically roll off assignees prior to secondment guideline so reducing costs for project.

Outbounds:
· Track outbound assignee eligibility for tax compliance and tax equalization.
· Coordinate the payment/recovery of amounts owing in accordance with the firm’s tax equalisation policy for own allocation of assignees.
· Assist with gathering assignee compensation details for host RMS Teams as required.
· Assist with the distribution of annual income statements and respond to queries from assignees

Permanent Transfers:
· Prepare documentation for transfers and ensure costs are reimbursed in line with policy and via REF process. Liaise with HR and Finance to ensure headcount transfers are affected.
· Track eligibility for tax compliance in transfer in country and provide information to external service provider.
· Review and process invoices for all tax services provided by external tax service provider in line with local country SOW in connection with local tax compliance program and allocate fees to correct balance sheet accounts.
· Initiate services. Review and approve any external services provided for relocation services – eg moving companies.

Social Tax
· Review relevant social security legislation for each inbound assignee home/host combination and length of assignment. Analyse if totalisation is applicable and request relevant certificate of coverage.
· Track length of coverage obtained and if coverage is exceeded, initiate payments of social tax in host location in line with local country legislation.
· Review relevant social security legislation for each outbound assignee home/host combination and length of assignment. Analyse if totalisation is applicable and obtain relevant certificate of coverage.
· Obtain coverage and monitor length of coverage obtained and if exceeded, initiate cessation of payments of social tax in home location in line with local country legislation.

Immigration
· Assist inbound permanent employees and inbound assignees to prepare and lodge firm-sponsored visa applications
· Interface with firm-sponsored visa applicants and permanent residency applicants and the Department of Immigration (either directly or through outsourced agencies).
· Interface with outbound assignees, HR and host RMS Teams in order for valid work permits to be processed in the host location
· Process and allocate invoices for migration agent fees

Policy Administration
· Provide assistance to assignees, ARTES Team, Statutory Tax, Project Managers and HR with cross-border policy queries
· Alert RMS Country Lead of any policy deviations in expense claims and take initial follow up actions
· Distribute informational welcome/departure packs to inbound and outbound assignees
· Prepare Foreign Assignment Memoranda for all inbound assignees, to confirm expense entitlements due in accordance with assignment length, assignee level and status. Update documentation following any change in these factors. Prepare documentation for all inbound permanent transfers
· Provide advice and support to local HR and MU leads on permanent transfer options, in conjunction with RMS Generalist – Specialist, or Country Lead.. Prepare costing for the appropriate option.

Tracking Personnel Movements
· Update and maintain the Global RMS database to track the movement of cross border personnel in and out of the country on an ongoing basis.
· Interface with HR, Finance, Project Managers and individual assignees as necessary, in order to monitor inbound assignees roll on/roll off dates
· Interface with HR and host country RMS colleagues in order to monitor outbound assignees and repatriations
· Create and maintain individual cross border personnel files

Health Insurance
· Review ability to extend local health insurance plan for outbound assignees from home country.
· Extend/provide supplemental health insurance where requirement exists, for all outbound assignees in line with country guidelines.
· Review requirement to provide supplemental health insurance for all inbound assignees and extend/provide where needed.
· Process and allocate invoices for health insurance premiums

Finance
· Process, audit and approve expense claims (eg Flexible Trip Allowance claims) for payment for outbound assignees where applicable.
· Process, audit and approve expense claims (eg per diems, telephone allowance etc) for payment to inbound assignees where applicable.
· Provide input to Country controllership and CFM to ensure charging/truing up accruals in line with local and home country tax filing deadlines.

General
· Elevate all non-standard service delivery concerns to RMS Generalist - Specialist.
· Receive general inquiries/requests from own allocation of customers in the local country. Resolve standard customer queries.


Qualifications:

Education: University degree or equivalent higher education qualification preferred but High school diploma or GED equivalent essential.


Work Experience:
· 1-2 years with a big 4 expatriate tax department and/or dealing with expatriate administration in a large multi national corporation an advantage, or
· 1-2 years experience working in a large multi national corporate environment desirable.
· Previous experience of financial administration an advantage



Knowledge/Skills Requirements:

· Strong customer service skills
· Ability to function effectively as a team member
· Excellent oral and written communication skills
· Aptitude for working with numbers where applicable
· Understanding of Accenture business strategy, objectives and organizational structure
· Good understanding of global policies as applicable to cross border assignments and permanent transfers, and any applicable local country addenda (including travel, immigration, tax equalization, finance).
· Sound working knowledge of Accenture applications (excel, word, lotus notes) plus job specific tools (RMS Connect).
· Excellent communication and interpersonal skills
· Self-starter. Good organizational skills.
· Ability to work to deadlines.
